Thank you!  \;w;/!  Aah it's something from a Hetalia comic?  Spain made that noise when the Italy brothers inadvertently formed a heart with their ahoge(haircurls, the animanga kind that never stay down ever) when they sat next to each other as kids, and it was so cute he just sort of started making that noise.  So it's something of an "oh no it's too cute!?" sound?
