Ingredients: 1 cup all-purpose flour. 1/2 cup granulated sugar. 2 tablespoons unsweetened cocoa powder. 2 teaspoons baking powder. 1/2 teaspoon salt. 1/2 cup milk. 2 tablespoons vegetable oil. 1 teaspoon vanilla extract. 1/2 cup semisweet chocolate chips. 3/4 cup packed brown sugar. 1/4 cup unsweetened cocoa powder. 1 3/4 cups hot water.
Instructions: In a bowl, combine flour, granulated sugar, 2 tablespoons cocoa powder, baking powder, and salt. Stir in milk, vegetable oil, and vanilla extract until smooth. Stir in chocolate chips. Spread mixture evenly into a greased slow cooker. In another bowl, mix brown sugar and 1/4 cup cocoa powder. Sprinkle over batter in slow cooker. Pour hot water over the top. Cover and cook on high for 2 to 2 1/2 hours, or until a toothpick inserted into the cake comes out clean. Serve warm with ice cream or whipped cream.
