finite number of angels in infinite world implies only an infinitesimal part of the world ever interacts with angels, yes? Are the angels drawn to a particular part of the world which has heavy angelic activity? Do they drift around randomly?

Mostly random drifting, yeah. However, it’s a very large portion of the world that have interacted with either angels or their millions of descendants.

"World is literally infinite." but not so infinite as to encompass demi-angel tigers, it seems :P well, the brain thing is disappointing :( couldn't the angels magically tether their psychology to unfitting brains, or something like that? Give the embryos special magical protection via spells or potions? They're immortal, I can't imagine no-one has found a workaround yet.... well anyway, if I suddenly woke up as an angel in your world one day, I'd know what my next project would be. :P

This is "my brain is a genetic train-wreck which can't into neurology at all”.+Besides, no one has tried to do this, because in a world with 600 angels and uncountable mortals they are fertile with, no one was this dedicated to tiger-fucking.

If an angel procreated with a non-human animal, would the result be... a demi-angel tiger with immortality? Because that sounds badass and scary. (Why has no angel ever done that? Do they consider non-human animals too stupid/too limited in their communication? But dolphins and parrots are pretty smart... and wouldn't angels be interested in/have contact with a lot of maritime life-forms? I mean, why would they limit themselves to walking the surface when they can shape-shift and go anywhere?)

I am not sure how well I can explain Other World Chemistry without a whiteboard, markers, and an hour to go through All The Things. Here is a first attempt:

(about the magical angelic XML tags) How does chimerism affect this? Or organ transplants? Blood transfusions? Stem-cell therapy? Does this society have the technology needed to add or remove magical powers, and if they don't, could they in principle? Can they take two half-angels and somehow engineer a being that's 3/4 or 7/8 (or 100%!) angelic?

The tags seem to be attached to the brain, seeing as how the magic doesn’t move with transplants or amputations, and a body loses all magical properties once the brain dies.
