okay so I have two theories for this:
for something blocking the gene: Chelia’s body registered Ultear’s spell and reacted to it ( maybe it was an aging/magic progression-type catalyst ? ), but when it came to reverting back to her regular self ( the catalyst had been used up/some actual scientific term for that ) she’d used up too much magic and so to prevent her from going into shock/dying, her body reacted and shut off access to the gene. By doing that, her body was adjusting to the over-use of her magic and so began regulating gene expression. Chel no longer has access to her magic, but to keep her from getting sudden magic loss syndrome the gene is still in use - but in minuscule, basically useless amounts. Too much would put her into shock, too little would kill her.
After such a sudden change to her body, she’d surpassed the point of shock ( I mean, she literally went like 5-10yrs into the future physically ) and so as her body adapted to such a large amount of sudden growth, the gene, caught between two time periods, mutated. When Chel returned to her normal self, the gene didn’t revert with her, and so the mutation is preventing it from being active.
