Don’t Wait!
Often there is a desire to start class "when everybody gets here." That gives chronic late comers permission and encouragement to arrive even later. Think of the impact on a guest who gets there on time but has to wait 10, 15, or 20 minutes with a lot of small talk. Most likely, it will be their last time.
An unseen effect is that parents with children who arrive late create all sorts of issues in preschool and elementary classes-their kids either miss the foundation of the lesson or a teacher has to spend one-on-one time catching up the late arriver. Don't encourage late arrival; set a time and stick to it.
