GEORGE TOWN, Aug 27, 2014:

The Penang state government maintains that the Voluntary Patrol Unit (PPS), a statutory body formed under the powers of state government, is legal,

Chief Minister Lim Guan Eng said the unit was a lawful body as its purview comes under the state government.

He stressed PPS was not registered with the Registrar of Societies (ROS) as it came directly under the state.

He cited the Security and Village Development Committee (JKKK) as an example of a body also not registered with the Registrar of Societies (RoS).

He said JKKK which was involved with security nationwide would also be illegal if PPS was not a lawful body.

“We will all stand up and defend PPS at all cost and whatever it takes,” he told a press conference earlier today outside the courtroom after accompanying Seri Delima assemblyman RSN Rayer in the two sedition charges he is facing.

Lim was commenting on the Registrar of Societies’ (RoS) statement that the security unit was illegal.

Inspector-generall of Police (IGP) Tan Sri Khalid Abu Bakar received the letter from the RoS on Tuesday stating that the unit had violated Section 41 of the Societies Act 1966.

PPS was formed in 2011 by the Pakatan Rakyat-led Penang state government in an effort to combat crime around the state.

With an annual allocation of about RM1.5 million, PPS has some 250 teams with over 7,000 registered members.

Lim welcomed police to make its investigations on the matter, adding the state was ready to face whatever challenges posed by the authorities.

“This is a politically motivated move against the Pakatan Rakyat (PR) government,” he said.

The PPS made headlines last week, when several of its members allegedly beat up a 51-year-old social activist at a dinner function in Air Itam in Penang over criticism of the state government on Facebook.
