Only 11,000 bowheads estimated to exist. Are you serious with yourself? How is that not endangered?

There are 5 kinds of bowheads. The population nearest Alaska is was nearing 20,000 in 2010 & has grown since. The number you are citing is most likely for Svalbard bowheads which are on the other side of the Arctic circle and have nothing to do with the subsistence hunting of Inuit people.  They can harvest up to .5% of the whale population & none that are calves or mothers with calves. That works out to about 280 whales over a 5 year period. You can find all of this out by doing more than reading the pull quote at the top of Google which cites a population count from 2003.
