Girl, you didn't win the title, tf are you celebrating for 😭

After they hyped him up all summer, with the face turn on the 4th of July, the Lex Express tour, the US hero vs the big bad foreigner trope that WWE loved so much back in the days, I'd have expected Lex Luger to win the world title!
Yet Yokozuna retained?
Maybe Vince wanted to put the title on another babyface (Bret, I suppose) and we know he hated the face vs face title matches.
Then why turn Lex face at all and have him go through this for nothing? He worked better as the Narcissist in my opinion, the humble american hero of the people doesn't suit him well, and it was also an over-used gimmick at this point (I guess they wanted to create a new Hulk Hogan).
But Vince realized he couldn't really have Lex lose after all the hype he built around him for two months, so he had him win by count-out, which means Yoko retained.
And then they celebrated with red white and blue balloons thrown in the ring, and all the other wrestlers came out waving American flags and they were all happy... But why? Lex didn't win the title! He should be frustrated, not happy! Am I missing something here or this doesn't make any sense?
Lex never proceeded to win a world title on WWE later on, so what was the point of this fake push if it was all for nothing? Maybe Vince wanted Lex to win at SummerSlam but changed his mind when he saw the crowd wasn't behind him as he hoped (again, maybe people were tired of the same character Hogan played, idk) , but we'll never know if winning the title was what Lex needed to go over.
In any case, this SummerSlam main event was anticlimactic and the final celebration felt definitely off 🫤
