The Quarter Quell is over. Alex and Kara Danvers are safe in the long-hidden District Thirteen, under the protection of President Olivia Marsdin and General Astra In-Ze. Together with former Gamemaker/longtime spy Cat Grant, District Four Mentors J'onn J'onzz and M'gann M'orzz, and several other Victors, they are leading a revolution against the Capitol - a revolution that Alex and Kara are the face of.
As Alex trains with General In-Ze, she uncovers an unexpected connection to Kara, and finds new allies in District Thirteen soldiers Maggie Sawyer and Susan Vasquez. Kara, meanwhile, visits the war-torn Districts and records propaganda footage for the rebellion, calling on all citizens to rise up against the Capitol and end the Hunger Games once and for all.
With Jeremiah Danvers, James Olsen, and Lois Lane held hostage by President Luthor, however, they must move carefully. Along with their friends, allies, and Mentors, Alex and Kara prepare to enter the deadliest arena yet - the Capitol itself - knowing that not only their own fates but the fate of their loved ones and the future of the country depend on the outcome. Will they be successful, and even if they are, will the losses they sustain be worth it? Can they trust the President's daughter, Lena, to keep the hostages safe and help them infiltrate the Presidential Mansion? Everyone knows that the Danvers sisters are stronger together, but faced with their greatest odds yet, the question remains: are they strong enough?
