You can tell this is Original Flavor Silver Age Luthor, because he’s enjoying the triumph of literally anyone who isn’t him.
(He doesn’t backstab the LSV even a little; I think I have to conclude that he’s legitimately OK with this.)

The dialogue in this issue goes back and forth on whether “Legion of Super-Heroes” or “Super-Hero Club” is the official name of the 30th century good guys. I really can’t imagine why this was ever in question, but I appreciate it here because it makes Cosmic King sound like the enormous douche that he definitely is. “Hello Superman! I’m here to kill you as a way of hurting some people you last saw when you were, like, twelve.”
The Legion of Super-Villains reveal that they want Luthor's help to humiliate Superman as a way of retaliating against the LSH, because they "know that Superman joined the Super-Hero Club when he was young". With Luthor's knowledge of the enemy and the LSV's formidable powers, they hassle Superman for a while and then bait him into a trap.
(I will say this for the bizarre honor-among-thieves behavior of the LSV in this story: it's consistent.)
