The subsidy programs 'in progress', payments and key dates.
By July 15, the amounts of the subsidy up to 600 euros for electricity, known as Power Pass, are expected to be credited to the accounts of the beneficiaries.
At the end of the month, the application platform for the new petrol allowance, Fuel Pass 2, will be opened, which will reach up to 100 euros for the months of July, August and September.
Around the middle of the month, the results for the "Recycle - Change device" program for the purchase of air conditioners, refrigerators, freezers are expected to be published, with subsidy amounts ranging from 135 to 710 euros.
Power Pass
Power Pass payments are expected to be made by July 15, as Finance Minister Christos Staikouras recently stated. The subsidy concerns the electricity bills of the first home or student housing in Greece, issued during the period from 01-12-2021 to 31-05-2022.
The refund amount depends on the amount of bills for the period covered by the Power Pass. The refund is given to those who paid a total electricity increase in the six months of more than €30 (and will therefore receive at least €18). The maximum refund amount is 600 euros.
Beneficiaries' net family income after tax must not exceed €45,000, based on declared incomes for the tax year 2020.
What do the application stage designations mean?
SUBMISSION PENDING: the user has not pressed "submit application".
REJECTED: the application has been rejected. If you navigate to the application page, you will see more information at the top (e.g. impossibility of cross-referencing the TIN as beneficiary/co-beneficiary with the declared IVAN). Rejected applications can be changed and resubmitted.
UNDER CHECK : the application has been submitted and is in the process of checking the followers.
- if the TIN is a beneficiary / co-beneficiary in the declared IBAN.
- if the applicant has not exceeded one (1) application for himself and his/her spouse and has not exceeded three (3) for protected members.
UNDER CLEARING : for applications in this status, the checks for the IVAN/TIN have been completed, and no additional actions are required from the citizen. After the end of the Application Period (July 1, 2022) cross-checks will be performed with the account details provided by the providers, in order to make the settlement and calculate the subsidy amount.
TO BE SENT TO THE BANKING INSTITUTION: the refund amount (for payment, via DIAS) will be sent to the selected Financial Institution.
TO BE PROCESSED BY BANK: the order for the refund amount has been sent to the selected Financial Institution via DIAS and we are waiting for the bank to make the payment.
APPROVED: we have received a response from the selected Financial Institution that they have successfully made the payment. The beneficiary can check his/her account.
Fuel Pass
The online application platform for Fuel Pass 2, i.e. the new petrol allowance, is expected to open in the last days of July and will cover the months of July, August and September. The payment of the fuel pass is estimated to be made in early August. Beneficiaries reach approximately 3.1 million car and motorcycle owners.
Vehicle owners can choose to issue an electronic fuel card and redeem the amount at gas stations, or receive the subsidy in their bank accounts.
Those who choose the smartphone for the issuance of the digital card will have an additional subsidy of 15 euros, which means that the financial support depends on the type of vehicle (car or motorcycle) and the area where the main residence of the beneficiary is located (mainland area or islands) varies from 60 to 100 euros. Those who choose to collect the money by deposit into their bank account will receive a smaller subsidy ranging from 45 to 80 euros.
In order to receive the financial support, the beneficiaries must meet specific criteria and conditions and know the following:
Beneficiaries: The petrol subsidy covering the months of July, August and September is granted only to natural persons, including self-employed persons who are tax residents of Greece and own a car or motorcycle.
Income criterion: The individual income based on this year's tax return cannot exceed 30,000 euros. This amount is increased by 3,000 euros for each additional member of the household (spouse/cohabiting partner and dependent children). Thus, for the couple it reaches 33,000 euros, for a couple with one child 36,000 euros, for a couple with two children 39,000 euros, for a couple with three children 43,000 euros and for a couple with 4 children 45,000 euros. Based on income criteria the potential beneficiaries are 3.1 million out of 3.5 million vehicle owners.
The platform: The natural person should declare on the relevant platform on gov.gr, which will open at the end of July, the vehicle for which he receives the aid and on which he must have a certain percentage of co-ownership or a long-term lease contract. Each vehicle can be declared by only one natural person and each natural person can only declare one vehicle. It is a necessary condition that the vehicle is in traffic, that it is insured and that no road tax is due.
The subsidy amounts. For those who choose to use a digital debit card, the amount of the aid is increased by 15 euros, compared to 5 euros that applied under the previous regime.
Thus, the total amounts of the subsidy for the next quarter are formed depending on the area of the main residence and the type of vehicle as follows:
* 80 euros for a car owner with a main residence in a mainland area using a digital card and 65 euros without a card, with the amount credited to the bank account, compared to 40 that applied in the previous subsidy without a card and 45 euros that applied with a card.
* 100 euros for a car owner with a main residence in an island country using a card and 85 euros in a bank account, compared to 50 euros that applied in the previous subsidy without a card and 55 euros with a card.
* 60 euros for a motorcycle owner and main residence in a mainland area using a card and 45 euros in the bank account, compared to 30 euros before without a card and 35 euros with a card
* 70 euros for a motorcycle owner with a main residence on the islands with a card and 55 euros in the bank account, compared to 35 euros before without a card and 40 euros with a card
Diesel car owners will receive a double subsidy, since in addition to the fuel pass, they will continue to receive a 15-minute subsidy at the pump for the next 3 months.
The "Recycle - Change Device" program
In the middle of the month, it is also expected to announce the provisional results table of the "Recycle - Change Device" program. Beneficiaries whose application was rejected will have the right to appeal within 7 days before the final results with the final list of beneficiaries are announced. A voucher, separate for each product, will be sent to the mobile phones of the beneficiaries.
At the same time, the list of stores participating in the program and the list of refrigerants that the consumer can use if it is an air conditioner change will be posted.
The participants will choose the store where they will redeem their check, the product and the technician who will carry out the process of removing and installing the old air conditioner.
From the date of binding of the beneficiary's check by the store of his choice, the store is obliged to deliver the device to Anakiklosi SA within 30 days.
The final redemption date of the vouchers is expected to be 16/09/2022 and the date of delivery of the devices to "ANAKIKLOSI YASKEVON SA" is 30/09/2022.

BOJ stands pat, keeps upbeat view despite Japan slowdown
TOKYO, April 8:
The Bank of Japan stuck to its existing monetary stimulus on Tuesday, confident that it did not need further support measures to beat chronic deflation even as a sales tax hike clouds the outlook for the world’s third-largest economy.
The central bank maintained its upbeat view on the economic outlook and affirmed its conviction that Japan is on track to meet its 2% inflation target by around April next year, signalling that no further easing was on its near-term horizon.
But it did take note of its own “tankan” survey last week that showed companies see a worse impact on consumers from the April 1 sales tax hike than from the previous increase in 1997.
“Japan’s economy continues to recover moderately as a trend, albeit with some fluctuations caused by the tax hike,” the BOJ said in a statement announcing the policy decision.
“Business sentiment has continued to improve, although some cautiousness about the outlook has been observed,” it said.
As widely expected, the BOJ maintained its commitment to increasing base money, its key policy gauge, at an annual pace of 60-70 trillion yen (US$580-US$675 billion).
“I think the BOJ are hedging their view a little bit. There is an element of increased caution,” said Hiroshi Shiraishi, senior economist at BNP Paribas Securities in Tokyo.
“We don’t rule out the possibility of an increase in risk asset purchases like ETFs, but we are quite skeptical about a big increase in the monetary base target.”
A run of recent data has cast doubt on Premier Shinzo Abe’s reflationary policies, including the tankan and soft exports.
BOJ officials have been largely unfazed, pointing to positive signs such as shrinking slack in the economy that should help them meet their pledge of accelerating inflation to 2% by around April next year.
Financial markets are waiting on BOJ Governor Haruhiko Kuroda’s post-meeting news conference for any clues on whether the central bank will blink in the wake of the recent soft data.
“The BOJ’s message will remain the same, which is that things are on track and there’s no need now for more stimulus,” said Izuru Kato, chief economist at Totan Research in Tokyo.
“I think Kuroda is no mood to act any time soon. But if doubts emerge over its rosy projections, the BOJ may ease again in June or July,” he said.
No heat yet
The BOJ launched its intense burst of stimulus last April, when it pledged to lift inflation to 2% in roughly two years to beat nearly two decades of deflation.
Kuroda has repeatedly said the disruption from the tax hike could be weathered without additional monetary stimulus, although he has stressed the BOJ is ready to act if needed.
Indeed, supermarkets raised prices on top of the sales tax hike, according to a daily price index maintained by Tokyo University Professor Tsutomu Watanabe, supporting the BOJ’s view the economy is now strong enough for retailers to pass the levy to households.
But such assurances from the BOJ may do little to alter expectations for more action. A Reuters poll showed analysts expect the central bank to ease again by July on doubts that core consumer inflation, which rose an annual 1.3% in February, will accelerate further.
Analysts betting on further BOJ action also point to an expected heightening of political pressure toward year-end, when Abe must decide whether to proceed with another increase in the sales tax in October 2015.
Most policymakers and private-sector economists expect the economy to rebound in July-September after a mild contraction in the second quarter due to the sales tax hike, which rose to 8% from 5% on April 1.
Economics Minister Akira Amari on Friday praised the BOJ for doing “extremely well” with its policy proving effective.
The BOJ’s upbeat tone on Tuesday lays the groundwork for the its semi-annual outlook on the economy and prices due April 30.
Many analysts expect the BOJ to cut its economic growth estimate of 2.7% for the fiscal year that ended in March, taking into account a downward revision in gross domestic product growth in the Oct-Dec quarter.
But the central bank is likely to maintain its bullish price forecasts and predict consumer inflation accelerating towards 2% in coming years, on a view that brisker economic conditions will push up wages and prices.
