He leaned forward, looping his arms around her waist and pulling her closer. “I plan to take full advantage of it just being you and me, darling” She would probably hit him for saying that nickname later, but right now he had a selkie to kiss.
He kissed her, none too gently, as she attempted to kick him in the shin.
I want to say Brad because imagine him just doing it to piss Sam off

I think Sam since Brad doesn’t really get jealous, but I like to believe he would just become super annoying if a man was talking to Sam and he didn’t like it.

Shady crouched down slowly, getting to eye level with the young girl. "Hello. Are you lost?" He said quietly, worried about the sobbing child before him. The man just couldn't ignore her; she seemed so afraid.
"Let's try finding your family. Don't be afraid." He murmured, holding out his hand cautiously. The last thing he wanted to do was scare her away; if she initiated the touch first, it would be okay.
"Brad--as much as I like your ass--" Sam snickered, alcohol strong on her tongue. "I like it better--" She hiccuped before baring sharp teeth. "When it's not sitting on me!" She snarled, trying to push the werewolf off her lap.
"Harsh seal face maybe I just like your lap" He bared his teeth back at her, grinning wickedly. "Or I might just be trying to piss you off?" He also might have had a lot to drink and was getting a little tipsy.
"Are you asleep?" Sam whispered--hovering over Brad. Then she gave his gut a dull punch. "Not anymore. Wake up, dog breath!"
He growled, rubbing his stomach. “Who you calling dog breath, seal skin? I’m a wolf not a mutt” It could be argued that dogs were once wolves, but give a guy a break. Brad hates being compared to dogs.
He sat up and stretched, giving Sam a cocky grin . “So why are you waking me up? Or did you just get lonely without me, darling?”
Two hands confidently cupped the selkie’s face and a feral grin was getting a little too close to her own frowning mouth. “I wonder if you’ll hit me for this” He chuckled and yanked the woman closer, lips pressing softly against hers. Oddly gentle for a forced kiss, but the wolf would argue he just wasn’t that interested to be rough.
He pulled back, looking smug. “So that’s what kissing a selkie feels like”
