October 17th, 1977: restoration of the Generalitat (Government of Catalonia), and return of the exiled government.
40 years ago, president Tarradellas came back from 38 years of exile and gave his famous speech, starting with “Citizens of Catalonia, I am here at last!”.
Why had they left, and what had happened to the Generalitat?
In 1939, the fascists won the Spanish Civil War led by Francisco Franco, who became dictator of Spain for the following 36 years. One of the main objectives of the Francoist regime was to eliminate the Catalan language, culture and identity (and also the other stateless nations in Spain like Euskal Herria, Galicia, and Val d’Aran). To try to achieve this, he banned public use of Catalan language, persecuted the elements of Catalan culture, jailed and killed thousands of Catalan antifascists, abolished all the Catalan institutions, including the Generalitat (government of Catalonia since the year 1359) and persecuted its members.
During the Francoist dictatorship (1939-1975), the Generalitat continued existing with a symbolic value but on exile outside of the country. The president of the Generalitat, Lluís Companys, was chased by the Gestapo and handed to the Spanish Francoist government, who executed him. Nowadays, Companys still remains the only democratically elected president in European history to have been executed. After Company’s murder, Josep Irla became president of the exiled Generalitat, and then Josep Tarradellas.
After the dictator Franco’s death in 1975, the period known as “Transition to democracy” started. In 1977, the Generalitat was restored and its exiled members came back to Catalonia, greeted by thousands of Catalan people on the streets welcoming them. Then, president Tarradellas delivered his famous speech.
