That. Is kind of my own headcanon as well. And it makes so much sense.

In HGSS she says that she's the interim boss in place of Giovanni, at one point, not just an Executive. Which would work especially well if they were partners and shared details about things, and more than that, she thinks she's due the position.

Silver is just. FML I have so many criminal relatives why.
