oh yeah. she had zero authority over cicero from the moment he first stepped in the door, and lost it when the dragonborn becomes listener. and i guarantee you she knew it. but you’ll notice she doesn’t do a lot to fill in the db on what being listener (or even a member of the dark brotherhood) actually means. like finding out the deal with the penitus oculatus going sour actually had sithis’s hand in it would not surprise me. he’s destroyed sanctuaries for way, way less than what she was getting up to.
