Question: How do combiners work? Is it like fusions in Steven Universe, where they literally become one being with one mind? Or are their minds still separated, but now just their bodies are combined?

Ooo, this is a really good question. Uhm. Well I think it'd depend on how you view Devastaors mind when combined. Me personally I see them as a sort of hive mind, kinda like the Hivewings from wings of fire. When one knows something, everyone feels it. So when Scavenger is regressed they sort of feel it, it makes the collective temper a lot shorter and makes Dev a little less likely to follow orders unless it's given by Prowl, who is Scavengers caregiver.
There can also be some side effects, such as dizziness and lack of focus, when they decombine. Usually combining forces Scavenger to try and deregress. It's painful and awful and Scavenger really hates it. He'll try and fight against combing if it means he can stay in littlespace.
As a whole however with a regressor in littlespace, Devastator is more quick tempered and frequently will have temper tantrums. It tends to make them more violent and easily swayed by their emotions and promises of rewards for actions. And, ofc, Scav's love of PAW Patrol will always be present. If it's on anywhere near them, they'll drop whatever and go to watch.
All in all, I think if Scavenger is regressed while combined it can seep in and cause the collective mind to behave as he does. Which is small an' vulnerable.
