It's specifically a Druid spell, so the only way anyone besides Keyleth could cast it would be if Scanlan used his Magical Secrets ability to learn it at 6th (College of Lore), 10th, 14th, or 18th level. At 15th level, he should have 6 non-bard spells... But based on CRStats, he's only used 5. (Lightning Bolt, Counterspell, Otiluke's Resilient Sphere, Bigby's Hand, and Reverse Gravity), so there's a chance he has it.

do any of them know reincarnate except keyleth? :o
There is a bunch of Air Ashari outside so I just assumed that it’d be possible for one of them to know the spell. They don’t necessarily need Keyleth if there are other druids nearby. It has a limit of ten days. But yeah Scanlan could learn it if they didn’t want to find a druid or tell the Ashari what happened.

Resurrection and True Resurrection can restore a body fully. At the very least resurrection doesn't say it needs a full body.
Can it make a body? I don’t know much about resurrection or true resurrection. I only know you don’t need a body for reincarnate because I’ve used it previously. and assumed resurrection wouldn’t work bc Pike has used that before and Matt said she’d be gone gone. So whether it was because they can’t use resurrection on ashes or the “piece” has to come from the corpse recently, well, that is why I asked. Because I was curious if there would be no way to bring her back. I just know reincarnate will basically grow a new body for the soul to inhabit. But that’s possible as well!
