7 out of 10 times I've read books involved with teenagers, action takes place at school. It's where characters meet and come together etc. But what are the other possibilities instead of school (bc school is easy and so typical)? And it should be something more permanent to write about (not meeting though other friends, but a party for example).
Time and place are important for what you’re asking, but you’re right, many teenagers stories revolve around a school.
This answer comes from a personal experience, and more people can help you by adding their own.
Schools here are required to provide extra-programatical (that’s the literal translation) activities for their students, some of these activities include people from different years, not classes (students here are differentiated by years and not by the classes they take), this allows you to meet other people from the same school but from different years. During my time in high school, a public place for girls only, I joined the debate school, there was dancing, music, sports, scientific, and many others, but some activities required a male counterpart, some didn’t need one, for the activities that needed one, or some activities created by both institutios, a public male school was invited. On an additional note, my high school was huge, six different generations, three taking classes from 7:45 am to 13:45 pm, and the other three from 14:00 pm to 20:00, so the only day left for many activities was Saturday, this also allowed you to meet girls from different backgrounds.
Also during high school some of them ask for their students to join a pre-university institution, this place prepares you for the university selection exam, there are some more expensive than others, there are some that are free, and they gather a lot of people. This is also a place where teenagers, from age sixteen to seventeen, and more, meet and spend a lot of their time.
Workshops are also popular here, specially during summer, but others lasts the whole year, they also provide a place where teenagers with the same interests can meet. The same with sports clubs. Religious groups are too, places for teenagers since the age of the rite of confirmation is at fifteen here.
The internet doesn’t count as a physical place, but it does count as a place where you can meet people of your age, fandoms provide this opportunity, and if people feel comfortable and safe enough, they can meet in person.
Vacations are another place where you can meet people, and get to spend some time together. Workplaces as well, depending on the age of people, they’ll work different hours, this in places where work is regulated by law.
There are many others, and each and one of them will provide their own context.

One of them babysits the younger sibling of the other (tho that raises the question of why the older sibling wouldn’t be able to take care of them)
Hm summer camps are more for littler kids but surely there’s similar summer programs for teenagers. (i was not an outgoing teen so I have no idea ahaha)
they both witnessed a crime or are otherwise involved and they keep encountering each other while giving statements, talking at court, what have you

I will try to describe it without spoiling the story too much. It’s a series of books (four quite long books overall plus an anthology, an epilogue of sorts) about an alternative future in a post-apocalyptic world after WWIII. The setting is a secret government agency / undercover organization in Lexington, U.S. that deals with things the government doesn’t want to be made public (like fighting insurgents / terrorists, eliminating threats to the powers that be, conducting human experiments etc.). To do that, the Agency (that’s the name of the organization) has highly trained agents/assassins, among them Hsin Liu Vega (called Sin), their most valued asset, the ‘perfect killing machine’ who is also believed by the Agency to be psychotic and out of control. Between his assignments he is kept in a drugged state in a box and only let out on missions.
The Agency believes that Hsin needs a partner to keep him in check and since a couple of his last partners died the story begins with the search for a new candidate to be his partner. One of the Agency officials volunteers her 19-year old son without any prior training, realizing full well that he probably won’t survive long in that position (all of Hsin’s previous partners lasted 2-3 months).
ICoS is a story about Hsin and Boyd’s partnership, the way they helped each other find meaning in life, their common fight against the Agency, and so many other things. It’s also a beautiful and (in some parts) heartbreaking romance with humor / fluff / action / angst /anything and everything.
It’s worth at least a try. The story hooked me in after the first 2 chapters, so I think if you try it you’ll see if it’s something you like. It has quite a lot of trigger warnings, so if you are triggered by anything, you might want to avoid it.
