Rousseau-The Social Contract. Despite his reputation, Rousseau was not a proto-communist or egalitarian as we understand it today. He believed in classical republicanism. Rousseau held to the classical belief that there is only equality between equals, and so different forms of government are suited for people. Even if the state adheres to the general will (which is distinct from the will of all) there is a need to carry out the demands of the sovereign (the citizens) and this is the function of the aristocracy who hold stature and ability outside the government apparatus which makes them qualified to carry out the public good. Rousseau's elective aristocracy here keep in mind is about the state. Elsewhere Rousseau writes that men ought only to alienate "such part of his powers, goods, and liberty as it is important for the community to control...the Sovereign cannot impose upon its subjects any fetters that are useless to the community." The general will must be truly general, and not the takings of one will from another.
