thinking about how Lucy Gray NEVER blames Snow or his associates for the games, she's aware that it's outside of his control and even once she learns that he benefits from her doing well, she accepts that he can have two motives. the social contract of the Capitol is inherently morally ambiguous, as it seeks to serve the rich and subjugate the poor, and LG realizes this and FORGIVES HIM ANYWAY.
for snow, everything is black and white. when lucy gray digresses that they could live out in the wild together (thus abandoning the social contract, breaking free of Rousseau's chains and living in the state of nature), snow's inherent fear of uncivilised life overtakes him. from this point on, lucy gray is irredeemable in his eyes for being crude (willingly embracing Hobbes' state of Warre).
