I like this. I do. I would like to argue, though, as this is less a new life and reincarnation. However, the Wolf does chase him because Izuku, in this life, has the Quirk 'Nine Lives', in which he is very catlike and can even turn into a cat. He was hit by a car as a child and died, coming back. They changed the name then.
The Wolf found out and came to haunt him. They're platonic because imagine dashing Izuku being flustered by the ever smooth Shinsou cause I am desperate to write a flirty Shinsou and I don't know when I will.
I imagine though like with nine lives, he gets people being weird. His mother, overprotective. Many of his classmates, 'canon fodder'. The Hero Commission? Canon fodder.
His friends? We will rip you apart if you touch him. Of course, this happens only after he moves to schools when he nearly lost another life due to a classmate. He meets *spins wheel*

So Izuku meets Shouji, his best friend, who will protect the kitty Izuku with all his being. Remember, Izuku can be a cat, too. And he really likes being one since he is his former self. He can walk and talk like Puss does.
I'm kinda wanting to go with the good old Dadzawa here so imagine also vigilante Izuku who ends up pretending his cat form is his real... no, no, wait, wait-
Izuku can turn into a cat, but pretends it's the opposite. Like he became a cat who can turn human again only for a little. In reality, both forms are sustainable without issue. But he liked his cat form more, because he missed being Puss, as a kid. Then he got older and realized that the abuse he faced as a child decreased from his peers when he was a cat, so he stuck with it.
So Izuku runs around as a human to be a vigilante, while maintaining the illusion that his human transformation is weak.
It is the classic Inko is a bad parent, and Izuku is removed from her care. Dadzawa and DadMic (or Bibi Mic. Ever since I read Two Heroes by @dark-elf-writes I cannot think of anything but Nonbinary Mic in many fics.) learn he can use both forms but prefers his cat form.
