That e-petition- It says "we, the undersigned, Canadians originally from the republic of congo" what does that mean for people who want to sign it? I'm confused. Maybe I've misunderstood?

It sounds like its directed to only Congolese Canadians, but anyone can sign. I agree its a bit confusing.

There have been other petitions directed to citizens of a particular community/city, but even those petitions have been signed from across the country.
