While Izod and Zarina are infamous for their bedroom activities in the Hawks (and a few WildCats) they were not the ones who jumpstarted the gang's reputation of being horny birds. That part of the blame goes to a launcher by the name of Maxwell, the Osprey.
Previously, the Blood Hawks had such a drinking problem that their Scarlet Emerald had to enforce a rule that only allowed half the birds to be drunk lest a 6-month ban be issued. In order for the rule to be upheld, he had to make several arrangements with the Hawks' favorite bars and liquor stores to keep them relatively sober. Internally, he rounded up some of his finest sober birds to keep the rest in check as enforcers, one of which was Maxwell.
Maxwell offered a variety of alternatives to fellow hawks, ranging from small things like comfort food to straight up sexual favors. When word started getting around about Maxwell's prowess in bed, he was drowning in requests. Eventually, he asked a few favors from other active hawks to help knock out some of the requests which later snowballed into what became the new norm.
Thomas wasn't initially happy with the frenzy, but considering the alternative, he let it go with few restrictions. He also put the medical medics on double time with birth control policies since baby birds wouldn't bode well for business. It's not that the Scarlet hated kids, it's just that handling them on top of their featherbrained parents is already too much work.
