Sorry for the late relply, i'm only here sporadically these days and tumblr only gives me a 3rd of the notifications.

To answer your question, the place where Tolkien says it most directly is on pg. 418 of Morgoth's Ring. In the chapter Text X, which I've talked about in a few previous posts, I don't know if you've seen them. But I'd say the whole 3rd volume of History of Middle-Earth (books X to XII) is a particularly interesting read for anyone interested in Orcs.
