I think Thragg would love Cecil even if Cecil is weaker species in Thragg eyes become, Cecil has earth under his control and dominance as GDA Dictator with everyone following his lead. Even had Conquest cage in prison at GDA.

(Probably wants married him and breed him that cause jealousy with Mark, lol)
