That one’s especially bluntly a reference to “Tarkus” by Emerson Lake & Palmer...that track is probably one of THE most influential pieces to VGM (which I absolutely welcome~!) but yeah. You can’t get any more direct obvious a reference to that than having a name like this ahaha.
This track’s homage to it is a bit less direct than part 1′s, but you can still tell it takes influence from ELP lol, the lasery sounds at :10 feel like a reference to Toccata from Brain Salad Surgery lol

Like most stuff at this level of complexity there’s a ton of other ways you could interpret the timesig changes.
This starts as multiple layers of different groupings of 13 layered on top of each other: 5+5+3 (or maybe better felt as 5+4+4) in that constant 8ths pattern, layed on top of the 3+3+3+3+1 drums that come in shortly after.
The part at :15 could also be written as 7/8 + 6/8 + 7/8...or honestly, with the way the bass has a kinda constant quarter note pulse, I imagine it was maybe even intended to be felt as /long/ 10/4 bars. Other ways to write it too but those are what make more sense to me.
The 6/4 at 1:08 is very 7+5 in feel which makes it fit pretty well with the similar 7+6+7 patterns in those earlier parts
