The behaviour exhibited here by the tigress Dotty is called Flehmen Response. In this the tiger curls back its upper lip exposing its front teeth, inhales with the nostrils usually closed. This facilitates the transfer of pheromones into the vomeronasal (Jacobson's) organ located above the roof of the mouth, just behind the front teeth. Flehmen response is performed to investigate sites with odors or tastes of particular interest, and also for inter-species communication.
