Doesn't change the fact Akane was his sister first, though. Doesn't change that theyre both older than her, now.

"Seishu could learn a thing or two from you[chuckle when Inupi gives a firm 'nope']"+"[Your girlfriend will get jealous if you're nice to other girls] 'cause you're so handsome, Hajime-kun" -> teasing them
Being 'sound asleep' at the library -> won't claim that she was faking that fully, but that was insane timing to wake up the moment Koko went to kiss her. Was probably just resting. Can mean that Koko absolutely sucks at telling when people are asleep or not, and whether that's the case or not the blatant parallel with him kissing an asleep(?) Inupi is there and points to Inupi either only resting /or/ waking up just before Koko kissed him
"Don't do that. You should only kiss someone you like." -> second voiced opinion on romantic relationships. Refusal to receive a kiss from Koko. Blushing from embarrassment and the attention
"I'm five years older than you." -> fair point to raise when this young. Indirect attempt at making Koko reconsider his feelings in this situation?
Same chuckle as after teasing Inupi to be 'more like Koko'+small panel -> she's never seriously thinking about this (well, she seems to know it's not a matter to handle carelessly or jokingly and to not break Koko's heart harshly. But she's not considering him as relationship material right there)
Little switch the moment the topic 'being protected' is brought up, blushes and asks for a /promise/ from that kid she just turned down. Koko's determination hasn't changed so the topic itself must be important (possible other opinion on romantic relationships). "Then I'll wait until we grow up." -> indirect way to turn Koko down for the moment and foreseeable future. If he walks up to her as an adult and does the same speech, feelings present, maybe she'll actually consider it
*It is important to remember that this is a flashback from Koko. It is subjective from his pov and is twisted with guilt+grief. Whether or not Akane actually (re)acted like that is unknown
