Do you live in an apartment building? If so, your landlord should probably get notified of the problem. If it’s too extreme, you could call the non emergency police line with a noise complaint. I’m sorry your neighbors are so frustrating. Good luck dealing with them!

Yeah, I've talked to the rental company about it multiple times but they just keep telling me to call the police--which, these people consistently violate the terms of the lease that stipulate "no loud parties" but I'm always worried that the police will think I'm wasting their time because sometimes it's not loud enough to be heard out in the street.  I did call the cops on them several times last semester but it didn't have any effect. :/
