The oddly named ‘neoconservative’ movement is neither ‘new’ nor ‘conservative’. It is warmed over Whig Liberalism and Wilsonian democratic-internationalism. This ideology was adopted by ex-Trotskyites and other disaffected Marxists who hated the USSR under Stalinism to the extent that they joined the ranks of the USA during the Cold War in organisations such as the Congress for Cultural Freedom, and the subsequent National Endowment for Democracy, founded by Trotskyites of the Shachtman faction. Even Sedova, Trotsky’s widow, became a Cold War zealot against the USSR.
