FLASH FORWARD //

CAPITOL, ONE WEEK AFTER THE 78TH GAMES

OPEN. The Panem anthem plays to signal the beginning of the national broadcast. A black screen fades into President Snow, sitting at his desk. He is dressed impeccably, a white rose sitting in his black lapel. A pin with the crest of the Capitol is situated next to the rose.

SNOW “Hello to all! And another warm congratulations to our newest victor!”

President Snow is smiling as warmly as he can muster. An expensive watch peeks out from under his sleeve as he adjusts his arms on his desk. His hands are folded together.

SNOW “As you all know, today is a very big day! I am here to personally give out a very special and exciting announcement. This will, in particular, affect those in the Districts, as we in the Capitol believe that you all are deserving of something extra special.”

He sits for a beat.

SNOW “The intent of the Quarter Quell was to remind the districts of the sacrifices made by those in the Dark Days, and to celebrate another twenty-five years passing of our glorious nation. We here in the Capitol feel that twenty-five years is not often enough.”

He lets it sit for another second.

SNOW “So, beginning in two years with the upcoming 80th Hunger Games, we have decided to scrap the Quarter Quell entirely. In its place will be the Decennial Quell. We will now be conducting these every ten years, to celebrate the opening of each decade of our glorious nation. Just as it was with our previous system, the announcement of the theme of this Quell will be coming in the December leading up to the 80th Games.”

“Congratulations once again to our new victor. We look forward to next year’s Games, and to seeing what you all have to bring us in the upcoming Decennial Quell.”

The Panem anthem plays once more. FADE TO BLACK.

THE 1ST DECENNIAL QUELL THEME WILL BE REVEALED JULY 13, 2019. As a reminder, your characters do NOT yet know about the Decennial Quell. They will find out AFTER the 78th Games have concluded within our timeline and may react during our post-Games period. This is to allow our players time to prepare for these special Games so we are not springing a twist on you right before they begin!

CAPITOL, DAY THREE OF THE 78TH GAMES //

“Caius, maximize that Ten camera,” Seneca ordered, pointing at the Gamemaker’s screen, then turning to the worker up front. “Helena, pull up Caius’s screen to the big one, I think we all need a better view here.”

Through the camera, the Gamemakers could see one of the hide processing plants in District Ten. The lights inside had gone out, smoke now billowing out of the roof, a small crowd gathered in the front. Peacekeepers were showing up, taking care of the rowdier members of the district, pulling out some of the rabble-rousers and appropriately punishing them. The scene didn’t last too long before a fire could be clearly seen in the view of the camera, and the people started dispersing from fear.

“They’ve mobilized to Ten,” Seneca thought out loud, waving his hand towards Helena in an indication to return the large screen to showing the arena again. “About half the districts are now part of this… rebellion.”

Seneca furrowed his brows, stroking his beard in thought. He’d have to update Snow, he figured, sooner rather than later.

“Plutarch,” he turned to another Gamemaker, who was perched on a chair in the corner, watching intently. “Come with me.”

Plutarch nodded knowingly, and stood from his chair.

The two Gamemakers walked out of the room into a deserted hallway, where the only beings were avoxes standing at attention every twenty feet or so, ready to serve should the two men need it. Plutarch checked his watch, a gold emblem flashing in the fluorescent lights so quickly Seneca couldn’t catch what it was, but he paid no mind to it. Capitolites liked to show off their family crests and such.

They approached two large, gold doors that sat at the end of the hallway perpendicular to the one they were walking down, and pushed them open as they nodded to the guards on either side.

Inside sat President Snow, scribbling his signature on papers scattered around his otherwise pristine desk. A single white rose sat on the corner of the mahogany millwork, and the man’s clean hair matched the starkly bleached hue of the flower.

“Seneca. Plutarch,” he said without looking up. “To what do I owe this honor?”

“I’m sure you know the girl from Ten recently fell. The Ottern kid,” Seneca answered, bypassing any pleasantries. He and Plutarch took seats on the other side of the desk. “Unfortunately, there seems to be a situation not unlike 74, when the Walsh girl from Eleven fell. The riots that happened-”

“I am well aware of the events that happened four years ago,” Snow interrupted. “It was quashed. The raids last spring also seemed effective. Are you saying we need to mobilize in another district?”

“I fear,” Plutarch spoke up for the first time, adjusting himself in his seat. “These rebels seem to be finding ways to seep into new locations. Either that, or they happen to be growing in discontent all roughly around the same time.”

Snow furrowed his brows. “This was what the Quell was built to prevent. Are you saying our most recent Quell was… ineffective?”

“Not at all,” Seneca answered. “As a matter of fact, it seems to have worked fairly effectively in Five and Six. One, Two, and Four couldn’t have been more thrilled. Unfortunately, it just seems like there were some tributes, particularly during the 77th Games, that have stirred up some unrest.”

“Yes, which is why we raided Three, Seven, and Eight,” Snow answered sternly. “I, more than anyone, am not thrilled about that Delaroux girl making it out of the arena, but Three should be pleased. They’ve had two victors in five years. And Caius has been effective in keeping our newest victor in line.”

“And yet,” Plutarch answered, leaning back. “Riots continue. It’s my concern that the message of the rebellion is being spread via the victors. Not just Pixel. At least not at the moment. She’s been forced back into line. But. Birch Pembrooke has been exhibiting questionable behavior since his tribute fell. We have our eyes on Rafael Cipriani and Cambric Batiste, but we have no proof. However, there would be no other method for communication between the districts that we can think of.”

Snow nodded dourly, thinking for a few moments. “Something must be done, then. Further measures.”

He turned his head up. “Come see me again tomorrow. I intend to see what ideas you two have to eliminate this problem once and for all.”

FLASH FORWARD //

Early January. After the 79th Victory Tour.

President Snow sits at his desk, a white rose in his lapel, not unlike when he had appeared a year and a half ago for the announcement of the Decennial Quell.

Things are different now. Another new victor. Even more rumblings of a rebellion whispered throughout the districts. 79 had rustled up some old frustrations, forced many of the forgotten dissents back to the surface. People had not been happy from the get-go.

“Good afternoon, and an early Happy Hunger Games,” Snow begins as an avox sets a box down onto his desk. The avox looks familiar to some from Eleven, a dark-skinned man who only appears for a brief moment. It’s enough to get the point across: a reminder of what happens to those who are caught.

“As announced a year and a half ago, at the end of the 78th Hunger Games, we are excited and proud to finally bring to you the theme of this year’s Decennial Quell.”

Snow opens the box. It’s made of a rich, dark wood, trimmed with shiny gold along the edges. Inside is an envelope made of stiff, expensive paper, sealed with a wax imprint of the Capitol logo. Gingerly, he breaks open the seal, pulling a cream-colored card out from inside.

President Snow holds it for a second, reading as if he doesn’t already know what he is seconds away from announcing. It’s for the anxiety, he knows. To keep the country on their toes. Waiting. Will they be safe this year? Will they be in even more danger than a normal Quell year?

“As a reminder,” he begins to read. Slowly. Proudly. “That nobody is ever truly emancipated from the sovereignty of the Capitol, and that nepotism has no place in true equity among the districts, this year’s pool of tributes will be reaped from the families of all 79 of our victors. These family members will be of usual reaping age, and consist of all siblings, children, grandchildren, nieces, nephews, and first cousins of our victors.”

Snow sets the card down and smiles paternally to the cameras. “We look forward to seeing the families of our victors once again. Thank you, and may the odds be ever in your favor.”

The morning after the theme announcement a package is found outside the door of every Victor’s home in the Victors Village in each District. A white box is emblazoned with the logo of the Capitol on the side facing the door. As the Victors open the box, each will find a single white rose trimmed, but with thorns still attached. Beside the white rose is a small envelope with beautiful cursive of the Victor’s name. Opening the envelope, a thick piece of cardstock is revealed that has the names of each family member that is eligible in small typewriter font. 

Under the list of names is President Snow’s signature and the following words:

                              “May the odds be ever in your favour.” 

As a reminder, your characters do NOT yet know about the Decennial Quell. They will find out the theme AFTER  the 79th Victory Tour! This is to allow our players time to prepare for these special Games so we are not springing a twist on you right before they begin!

REBELLION STATUS // 

As we learned in the Garden Party plot drop, the Mockingjay Rebellion is still active, and the Districts are unsettled. For the purpose of future plot drops, we would like to invite everyone to let us know of their character’s statuses and whether they are rebels themselves, wish to be involved in the rebellion if it reaches them, or refuse to be involved. This information will affect things such as what Districts are featured in certain plot drops, and how the rebellion will unfold based on your stories! Nothing will ever happen to your individual characters without your permission and suggestion. 

If you would like your character or their District to potentially be involved in upcoming rebel-related activity or to be promoted by the Capitol as a non-rebel, please let us know of their status! Their status can be as simple or as detailed as you’d like, and you may change your character’s status at any time! This will not be made public, but will be recorded by the admin team privately. We just need to know basically who the capitol is using for their side, who the districts would use for theirs.

REBELLION UPDATE //

It has been quiet the past few months in the Districts of Panem. The initial retaliation of District Ten has quieted and the Peacekeepers in the region have not had to exercise their power as often as they had expected. The Districts targeted by the raid before the 78th Games have all stayed relatively quiet, only District 12 and District 8 having had activity that the Peacekeepers have stepped in to squash. 

In District 2, Seraphina Carnahan was found with rebel paraphernalia and has not been seen since.

However, the mockingjay has not been buried. The rebellion still lives, biding their time. Waiting, for the perfect time to let out their song.

If any of our players have any plots that they would like to run by the main about their tribute or other character’s involvement in the rebellion, please let the admins know! It can be as grand or as small as you like and we will work with you to figure out a good way to incorporate your rebellion ideas in this plotline!
