Totally excuse me if you have ever answered this before- but, do you think a vampire's gift works on werewolves or CotM? Alice has "holes" in her visions for the werewolves, so it makes me assume it's probably a weak point for all vampires. But maybe it's just a limitation for her? We did see Jane use her power of Seth in BD part 2, but I've repressed that whole scene haha. (1/2)
But I also think somewhere in canon Jasper may have used this gift on the werewolves (to keep everyone calm) when they were training for the newborn together? I can’t completely remember though. Just curious on your thoughts :). It would make CotM and werewolves more threatening imo if they didn’t work. (2/2)

In either case, I think Alice’s gift is an exception, because it doesn’t really work “on” people at all. Shields and things don’t matter, because it’s practically the same as looking at something with her own eyes. (Well… okay, I guess Afton would be the one exception, if he happens to be invisible during the moment she’s looking at… or is going to be invisible, I guess?)
As far as why she can’t see hybrids and shifters, we still don’t know. There’s the “she’s never been one” theory and the “werewolves are chaotic life forms and thus have unstable futures” theory, but since SM never objectively confirmed either, there will always be other possibilities (and frankly I’m not convinced of either). I guess the answer would determine whether she would be able to see a CotM in her visions. And regardless of the reason, I’m pretty convinced that her gift is able to adapt to those holes/blindness, and seemed to over the course of the Saga (see the final paragraph of this post) so I don’t think anything is set in stone there. In my opinion, it seemed to be more a case of “whoa, my gift has never encountered this element before and everything is going haywire!” than “will never be able to see these people”. (though… even this theory doesn’t make sense, since her visions are just basically looking ahead in time with her eyes or an objective camera, but whatever. It might make sense if Renesmee can’t see herself in mirrors, like the old legend?)
I definitely think all offensive vampire gifts (“offensive” simply meaning “can affect people and things in some way”) work on the shifters. If Edward can read their minds and Jasper can influence their emotions (I’ve always assumed he can, anyway, though I can’t find a quote right now) then I don’t why they’d be immune or too foreign for any other gifts to operate on. So I think Demetri could track them, Aro could take their thoughts, Jane could burn them, etc.
But… yeah, what about the CotM? I think it would depend on the gift. I doubt Edward would “hear” anything when they’re phased, since the Guide seemed to paint them as truly going on animal instinct when they’re phased, versus intelligence like the shifters. It’s possible that even though Jasper’s gift works on the physical parameters of emotion, he wouldn’t be able to feel/access those emotions, if they’re in a more animalistic state (and it’s clear he can’t feel animal emotions, or at least not significantly). But Jane’s gift might work, since she’s switching on a very rudimentary pain response that might not have anything to do with higher-order brain activity. My guess is that when they’re in human form they’d be totally vulnerable to all gifts, though again it’s possible they might be a blind spot for Alice depending on the reason for her other vision-holes.
