Tales of Link has concluded it's final chapter of the new arc in Japan. Since the global version doesn't get the new arc, I was hoping that someone can translate the new arc's script?

Hello, Slip speaking! As far as I know, Rise (azurillturtle @ Blogspot) has plans of translating Tales of Link content that Global didn’t get, and that includes the new arc’s script. However, they won’t be starting until April at the earliest. For updates with regard to that project, please visit their Blogspot!

I believe you once mentioned a mechanic that never happened that was like double tapping, where a card wouldn't fully untap until the untap step after the next. Isn't embalm pretty much exactly that?

I think you mean Exert and no they're a bit different. Double tap was on activations and Exert only triggers on attack.
