Yes, as long as you don't open the coffers before March 9th, their contents will not be generated until then, and will have a chance to drop the new plans.
(I don't yet have screenshots of this, but will update if all goes according to plan next week. Luckily Solstice dailies are a huge improvement on West Weald's, so it's not a huge loss even if it didn't work. If you're worried, you can simply save your quests to turn in that day.)
Just be aware that there might be a limit: 2-purples-per-toon-per-day.

Constantly updating that post as I learn of things that aren't obvious to the average player – like what 3/3 Codex even is or why it's necessary.
And that's not their fault! ESO has so many weird "secrets" and mechanics players are never told of. You basically bumble around making a lot of mistakes until you find out on your own (sometimes losing millions in gold and even IRL $$ in the process*).
Or learn from others – and half of that is just made-up tinfoil shit we hope works. Nobody's really sure until someone proves it.

Now this is a house that would put my ESO currencies in danger! 😱
Druidspring Conservatory will be available for purchase in the Crown Store at a later date.
In fact my sole grumble / wish is that this could be an event earnable instead, so I could finally have a proper storage place for my ESO plant collection. 😂 But since it will be a Crown Store item, I'd feel like I need to think of build ideas more worthy of the expenditure (and Baron Jangleplume's chagrin).
1. Love that the entrance opens up directly to the main outdoor area!
No need to waste 100s of slots on railroading / reskinning a path or leaving an empty house in between! This layout makes me think our pleas are being heard :)
2. The greenhouses are gorgeous.
I only wish these new ones were furnishings we could remove and use anywhere! (Like the Alinor Greenhouse Luxury item.)

On that note, could we pleeeeease have the various windows from these greenhouses as single, flat pieces? 😊🙏 As well as other small, clear window options!
↑ I really like the little magical animals outside. Although I wish we could put more animals inside our homes without taking Special Collectible slots, I do like these lively additions to newer houses!
3. As shown above, the hedges are removable!
Well, some of them. (Currently bugged on PTS.)
The Druidic elements on the sides are nice. I can imagine some builders will want to emphasize these or the back views or waterfall instead of the conservatories:
4. The size feels much better for 700 slots
versus previous Manor homes!
The above shots show the whole area and the caves inside these Druidic areas are small, so it doesn't feel overwhelmingly enormous – like you don't need a horse to get around the place.
There are also fewer choices for where to build / what to close off – a good thing. Compared to the recent Bismuth Steam Baths, even.

There's an invisible wall all around, but the out-of-bounds scenery you can only view from a height is gorgeous! There are so many creative uses for this house.

The only thing really missing from the High Isle and Galen houses is one of the best features of those zones: the blue water!
Unfortunately none of them really have it as a usable element inside the plot. (Firesong Spring, Basalt is no replacement.) Fogbreak does, but somehow the sea doesn't feel quite as blue as the clear little rivers and ponds inland:

These shots were taken days apart; "Recipient" shows my two accounts, but only one character is being used on each. By the times, you can see these dropped consecutively, and nowhere near the daily reset time.
↑ And you can see my alt account – old character but new to Solstice – getting a lot of lead drops. Many players have noticed this mechanic over the years: newbies seem to get a boost to lead drops.
UPDATE: here's a new shot of the past 24 hrs – both accounts have gotten 3+ Gazebos. No cooldown.

RNG "clumping": two separate accounts getting the same plan on the same day.
I only have a few shots of this, but it's happened multiple times. (And when not exactly the same plan, it's often the same zone-style.) Just interesting.
Case 04:
No cooldown on the War Torte recipe in Cyrodiil. A player recently shared this video:
There used to be rumors that this item only spawned once per instance, so I'm glad OP showed us video proof.
Case 05:
No cooldown on purple plans from pickpocketing!
Thanks to \@CeeCee for the report and screenshot! 1st Skooma Bubbler plan dropped from one NPC. 2nd dropped from another NPC upstairs. (The body disappeared before they got the screenshot, but it was definitely pickpocketed – not stolen from the nearby wardrobe. As far as we know, "Design: Skooma Bubbler" only comes from pickpocketing NPCs.)

No cooldown on purples from containers in Infinite Archive (and possibly all of Necrom & Apocrypha)!
Thanks to @xencthlu for this shot, taken in Infinite Archive! They pulled an Apocrypha Lamp followed by Redguard Censer plan.
I'd heard of folks getting consecutive purples in IA as well as from Necrom urns, but don't have screenshots of the latter (yet). Because of those reports, I'm not sure if no-CD applies to all overland, or if IA (and maybe the whole Necrom chaper incl. Apocrypha) are coded differently.

But is there a cooldown on purple furnishing plans from looting elsewhere?
I don't know. At this time I still think yes maybe in other zones, because:
I've never pulled two purple plans on: the same character, in the same ESO day (before daily reset), from the same type of source (e.g. lootable containers vs. stealing vs. daily coffers vs. Azandar folios – these are 4 different sources), and NOT counting Home-Maker CP.
And haven't yet heard reports from any farmers I know and trust to share accurate info.
It's not because we stop and switch toons after drawing a purple: I don't have any record of this happening even without doing that or before I knew it was a thing.
Most importantly: AFAIK, it's so rare that for efficiency I would rather just switch – which works – than try to keep farming for hours on one character.
If it did happen for someone, my current opinion is that they might've unknowingly gotten them from 2 different sources (e.g. an Azandar folio + container: very possible considering lots of folks run addons that auto-unbox), or they got it around the daily reset time and didn't notice that the 2nd popped after the reset.
HOWEVER, that doesn't mean it's impossible. If anyone has proof, with all of those considerations accounted for, please share!

It's fun to see new Argonian lore and environment designs. Yes, some assets are similar / recolors of past Xanmeer assets. But I really love the new textures, colors, lighting, and way of life we get to see through these new setpieces.
On Eastern Solstice, we can go inside some of the Stone-Nest homes! (& As always: hoping for structural furnishing assets from these soon!)

The above image shows where the Stone-Nest Pendulum Antiquity came from! It's animated and has collision, and appears to be the common all-source drop for the zone! So we should be able to make fun courses like this :D
THIS area blew me away! Very "Terracotta Army".
Despite occasional complaints, ESO's fog it actually improves visuals in several ways – one is by creating atmospheric perspective. It looks great in ancient ruins like this.

We don't have anything quite as dimensional as these stone pieces yet – our furnishing walls and platforms are typically flat, even the stone ones. Apart from building in the Stone-Nest style, I can imagine these layered with existing walls to add texture, used for cobblestone streets, and more.
Though, I've learned that furnishings have typically been planned since many months ago, so who knows if saying any of this now is useful ^^; So I'm just yapping and will be glad if any of these do make it in, anyway.
