Kishimoto: Let's create a wonderful character, travelling thanks to crows and communicating thanks to them. Let's say he's a world-class criminal but actually he's a fine guy who wanted to change the world for the better. He has flame powers. He works for a shady organization. He's a super-spy. He knows very dark secrets about the world itself. He might also be a big brother. Well, such an amazing character has to become my little chosen one's very protective big brother... SASUKE!!!
Oda: Let's use such an AMAZING creation! And I'm going to give this big brother to the main character! Now that's awesome!
