He probably shouldn't be here, especially not while he was supposed to be on the clock. Normally, his preferences for gambling typically ranged from working Mahjong tables or Pachinko slots, he wasn't normally one to bet on horse races. Not saying he never would, but it was a lot easier to slip into a Mahjong parlor than it was to head to the race tracks.
This was a first though. Instead of betting on horses, he was betting on 'horse girls', which, despite it seeming a bit strange, wasn't the weirdest thing to happen in Kamurocho. Looking over the stats and records of each 'Uma', he couldn't help but question the legality of this... but if he revealed he was a cop, odds were, Tanimura would get kicked out, or worse. Especially if he was suspected of being here to bust up the operation instead of participate (hence why he was hiding his badge).
