Remand is always seen as one of the gold standards in delaying counterspells. Being able early game to negate a turn and draw a card can be better than a time walk in some fashion. Unsubstantiate takes one upside of cantripping and replaces it with versatility, allowing you to return not only a spell to their hand but a creature. This gives it the power to deal with things that have gotten onto the battlefield, messing with things. Is that as strong as drawing a card? Probably not in most cases, but allowing you to have more options when casting spells is always good in my book.
