The verbs based on kura and tura are inherently negative. I see it as normal for 'to anger' kurakha and 'to terrify' turakya, because you can imply that something bad happens which makes others angry or afraid, so the cause is 'urha'. But would there be verbs that express 'to be angry' and 'to fear', currently kuraya and turaya, also neutrally or positively, like kurhi and turhi?
Because if you fear something as a natural response or get rightfully angry at an injustice (without letting or having either overwhelm you), that is normal and/or healthy. Just like with the urha nouns, the verbs based on urha maybe became the general terms, despite that the different meanings still exist.
If there are neutral/positive counterparts for the urha-verbs, they would probably look very similar. They would simply be derived via ur instead of urha:
ta-ur-ya > turya "to fear (‘self-preservative’)"
vs.
ta-urha-ya > turaya “to fear (‘negative emotion’)”
ko-ur-ya > kurya “to be angry (‘righteous anger’)”
vs.
ko-urha-ya > kuraya “to be angry (‘negative emotion’)’
In fact, according to phonological rules, the urha-based verbs could actually reduce to forms that are identical with the ur-based verbs (turaya > turya, kuraya > kurya), leading to lexical ambiguity between the two semantic origins. This might provide motivation for why ur- and urha-based terms could fall together at some point in Matoran history, as you suggest!
