This Day in Environmental History – On March 3, 1899 the very first environmental law in the US was passed by Congress, called the Rivers & Harbors Act. The Act made it a misdemeanor to discharge refuse into navigable waters, and alter or impede the course of a river, port or channel of the United States without a permit. The Act although largely superseded by the Clean Water Act is still in force today and is enforced by the US Army Corps of Engineers.
