JUST FOUND MORE INFO ABOUT THIS on the Tract Records website (i.e. the site of the label that put out the album). Apparently it was an independent label started by a loner musician:
During this time I was also running the website for the band, SONGS:OHIA and was getting several contacts with bands both known and unknown who were fans, but also wanted to send me their music. I’d been around some people in Bloomington who had started record labels and came to the conclusion that with all of the material from bands around the world, that I too could have a label. That was the beginning of TRACT RECORDS [...].
Then I found a link to a description of the album, which was in Spanish (?!) (so forgive the at times clunky google translation but):
It is high time that the term lo-fi stop forward in our music imagined a "gentlemen making music with little money" to give a slightly more dignified and adjusted to the reality of the phenomenon definition, is that in these times impersonal digital productions and boom dehumanized by electronic clicks, fidelity to the Decalogue lo-fi has more to do with principles and ideals that budget constraints. Tract Records implements this thesis and becomes quite incontestable with its series of compilations Eye of the Beholder, which to date have appeared two volumes. i’m pretty sure that’s the only song on it that is known?? i’ve googled it before (it says i downloaded it in 2013, probably from fyss), and i just googled it again - there’s absolutely NO information on it, other than a last.fm page with the album art. ADP is the only one i have in my itunes. DO NOT CRUMBLE, REBUILD!! RESTORE!! RECONSIDER!!~
