in terms of the outside world, other places will typically mirror what velgrove is like! they may be a bit more advanced with technology in the sense of having automobiles/locomotives running on steam power. this would be more common in larger cities that have the manpower and resources to put into those economic and cultural developments.
velgrove is relatively small in comparison to the outside world, especially lacking in resource so maintaining the environment for things like steam powered automobiles and trains wouldn't be possible.
history and culture-wise, nothing would closely mirror existing reality at all. for example, if you want to bring in a muse who came from a place outside of velgrove, you're free to create a homeplace that draws inspiration from say any european or southeast asian countries/cultures if that works best for you. however, it shouldn't be direct as in your muse is from sweden or malaysia. as an example, i would reference how san fransokyo was created in big hero 6 where the cultures of two different cities were blended together to create one.
i know that's a bit broad, so i would say the one takeaway if anything is - the running theme across the outside world is that modern advanced technology does not exist!
