Despite Venine biologically being older than her, Hestia cannot help the motherly instinct she feels toward her. She’s guided her own children through the many complex firsts in the hard world they were forced into, she wants to do the same for Venine. She sees Venine like another lost child.

Venine weirds Alder out. It’s not Venine herself, necessarily, but she represents the far greater threat that the Capitol holds over them, a kind of quiet reminder that they see themselves as the gods of this nation and have the technology to make it so. Though he pities her situation, even relates to her feeling like an outsider in this world, he can’t help the way his skin crawls whenever he looks at her.
