Later generation Iterator puppets skew more towards mechanical than biomechanical than earlier generation Iterator puppets. This change is most notable when comparing the puppets of Looks to the Moon and Five Pebbles, though the difference is purely physical.
This isn't for a lack of resources, of course. There were still plenty available, though most were used in other departments (primarily for the R&D of purposed organisms).
The puppets were always meant to be an extension of the Iterator. A manifestation of the soul housed within the structure, if you will. As time marched on, many Benefactors began to let those souls choose their form, resulting in a wider variety of puppets being created.
