The purpose of visual arguments is to use pictures to stand up for something people believe in. In this case, the hand looks like a monster to show how dangerous germs can really be. This almost scares the audience into thinking their hand could get some nasty disease if they don't wash their hands. The picture is bright, bold, and colorful to grab the audiences attention. I think it does a wonderful job exhibiting the point they were trying to get across.
