Thirteen years ago there was an incident known as Kagutsu's Crater, it was a name that only those who were on the 'inside' knew of. The red king's Weismann levels went out of control, and in the end his sword fell, taking a toll of 700,000 civillians. Before that incident the Blue Clan existed under the rule of Habari Jin. A blue king who ruled as a straight forward, honest kinng. Eith a strong sense of justice, he lead Scepter 4. Around him were many clansmen who dedicated themselves to their role as a police-based organization. Taking care of 'special foreigners'... 'Strains' people without a King or a Clan.
Hibari Kyouya, was brought into the ranks of Scepter 4. Despite his young age, he was a skilled clansman. While he didn't always see eye to eye with the Blue King, he enjoyed both the power that was given to him as well as the cause that Scepter 4 stood four.
After the death of the Blue King, Hibari defected from the clan. Before they became swords for hire to the Gold Clan. Hibari became somewhat of a rouge clansman. Instead of allowing himself to become a simple pawn, he took his powers up for himself. With sword in hand, he continued to hunt Strains, pushing his powers and limits, and developing strength beyond what he was restricted to while still a clansmen.
