"W" Dual Personality Crossover by MIRAISONIC comes to mind first! They’re not super active anymore but their songs are all kinda like this? I think there’s a few songs that are NND exclusive too (there’s even a Fukase and Len original over there if I remember right?) It reminds me of the songs that came out during Kagepro era a little, honestly.
One-Shot Love Addict by heart★breaker might also be something that fits what you’re looking for?
I’d recommend the producers Aku-P and VNane P in general as well but I’m not sure if they quite fit the specific producers you’ve listed? (They do make good and intense songs though)

These Days by Show05 might fit what you’re looking for..? This producer posted two songs in 2016 with Fukase just screaming and then disappeared off the face of the Earth so--I’ll admit though, I’m not sure if I’d consider it fast--kinda reminds me of Phantom of the Opera a little actually--
And I keep mentioning these songs but it’s because I love them and I think these fit your request so I’d also really recommend Signal by Palvan P and Noise Distance by Sutan Bureinzu! They’re intense and fast-paced (particularly Signal)!
I might be a little rusty, but I feel like if people do use Fukase for rock originals, it’s usually for slow rock or more light-hearted rock? 315music for example makes a ton of rock Fukase songs but they’re usually either slow, or fast and light-hearted. I’ll keep an eye out though!

I admittedly don’t listen to many works using his English voicebank but I’ll try my best!
Fuka Fuka ★ Dance with meby VNaneP! It’s a tribute song to Samfree using Fukase’s English voicebank! I think in general this producer has good tunings of his English voicebank.
Believing in You by AegisSan! Fukase sounds very gentle and soft here. This producer probably makes the softest and kindest Fukase songs in the western community.
Celina by Lotte V is a well-tuned and bittersweet song! I don’t think they’ve been very active in the Vocaloid originals sphere recently though.
I also want to mention Between Two Hearts by Two Directions Team because I like listening to it! I think it really starts picking up after the first chorus.
Also worth mentioning if you don’t mind covers: This cover of New Rules covered by Avera Yuki features a really good tuning of Fukase English
