For people who've come from the Power Off volt art, he was originally a sprite edit I made to see how he'd look in a more "canonical way" whenever the power... went off lol.
The main reasons he goes into his mode are
The power goes off
He's extremely tired energetically (emotionally or physically)
He gets extremely upset
He becomes more sluggish, and cannot coordinate his body too well. He can stumble and usually stutters. It can be a bit painful, and he can't really go to sleep unless forced to. Sleeping helps him recharge and conserve his energy, but he dislikes it because he feels too vulnerable and useless.
He can get very depressed, and need lots of pampering in this state.
The fight... It was probably about Volt being overprotective over Lightwire, and them having to step up. Because Volt can get very upset, he probably did end up calling Livewire weak by accident, which set off the entire awful argument.
