There were two sets of people in Gotham that had the ‘go ahead’ to murder people free range. The Police, and that- that was a mess all to itself, and The Bats. Both for different reasons, both to various effectiveness, but what was definite was OUTSIDERS couldn’t come to town and start blowing holes in old men.

She wasn’t gonna allow any of that. She didn’t rightly CARE how noble the killings were, no foxes were going to start clearing wildlife from bat ecosystems.
