Who would win in the Sports Festival arena: Nejire or Mirio?

I think Nejire would win. Her kit is kind of perfect for countering Mirio. First off, Nejire is going to be flying. That already presents a huge problem for Mirio. Mirio is totally blind to the outside world as long as he is phasing into something. It's hard to remember and predict wherever someone is going to be if they have that much freedom over movement. Especially since Mirio is going to have to make a big jump to make it to her when she is flying. He'd really need a more congested terrain, such as the Joint Training arena, to reposition himself and attack her effectively. But even if I were to grant him that, Nejire could easily blast it all away. Which is where the real clincher comes in. "Wave Motion" simply covers wide of an area for Mirio to deal with.

Nejire can unleash huge blasts of energy from her body. She does this without a lot of hassle and has deep stamina reserves to pull from. She can control these blasts to move objects or even redirect themselves. That's a lot for someone like Mirio to deal with. For all of his skills, Mirio ability to attack and use his Quirk is limited given its major downsides. Mirio can only fight in melee to how he can use his power. He needs to get in close and that is going to get him blasted by Nejire. I struggle to think of a scenario where he'd be able to get close to her without getting him, given how easily she can maneuver and how much area she can cover. Even if she went with the most straightforward option of just blasting the whole area around her, she'd have pretty good odds of hitting him. 

And yes, Mirio can phase through Nejire's energy. He could fly right through whatever energy she makes to attack her. Yet he'd still have to become solid again to deal any damage. Until then, he is totally blind. Nejire can easily move or set up another attack for when he goes solid. Even if he went through all that and still hit her, I don't think it would finish the job. Because Nejire is a lot tougher than people give her credit for. The girl took a blast of fire from Dabi to the face and was still in the fight. He can't exactly wait for her to run out either because of those deep reserves of stamina. Between the two, I just think that Nejire would have an easier time of damaging Mirio than Mirio would have damaging her. So this creates a funny "rock, paper, scissors" situation with the Big Three. Nejire beats Mirio, Mirio beats Tamaki, and Tamaki beats Nejire.

Gyrate and a Hydrokinesis (water manipulation) quirk? I need it for a story I'm writing but I can't think of anything.. Healthy relationship

Gyrate?? Ok, I can assume that means 'move or cause to move in a circle or spiral especially quickly' or 'dance in a wild or suggestive manner'. Either way they're spinning.

Gyrate (Sen Kaibara I now know) and Hydrokenesis, healthy relationship

Whirlpool- user can manipulate any body of water into a whirlpool

Wave motion- user can make any type of waves in water (like standing waves!)

Sine wave- user can use their voice to manipulate water by singing a certain frequencies.

Sine wave is just waves moving in a pattern, like a gyrating motion.
