september 1st is the cutoff in hogwarts if i recall correctly, which is why ron and hermoine could take their apparation tests early while harry had to wait
yes, sept 1st is the cut off but in harry's letter it said "we await your owl by no later than 31 july" so there was some sort of required acceptance to the acceptance letter (which brings up the idea that some people must say thanks but no thanks to attending hogwarts which to us seems crazy). hermione and ron were able to take their apparition test (during their 6th year, on a day set aside for their year to do so) and harry wasn't because they were already 17. harry, draco, and ernie were all left in potions class that day cuz they weren't 17 yet (and we know neville would have been in the school somewhere too).
